Carroll Engineering is well known for our municipal engineering services in many local Townships, Boroughs, and Counties throughout Pennsylvania, New Jersey and Delaware.
Our professional staff provides competent and courteous service to the general public, municipal staff, and public works departments. We offer various engineering services to meet many municipalities’ needs. These services include subdivision and land development planning, zoning, land use planning, ordinance preparation, capital improvement projects, construction administration, and inspections.
Regarding our municipal clientele, we facilitate annual road paving and reconstruction programs, and consult on stormwater compliance, federal accessibility compliance programs, and township maintenance programs. We have procured grants and low-interest loan funding for our clients’ water and wastewater infrastructure needs, and stormwater or MS4 compliance requirements.
We’ve successfully offered fundamental support to municipalities for all capital improvement projects. Many of these projects include cost estimating, quantity take-off calculations, contract and bid document preparation, preparing bids for construction oversight or inspection, and contract administration services.

Township Community Park
Upper Mount Bethel Township, Northampton County, PA
CEC worked closely with Upper Mount Bethel Township to obtain the grant assistance needed to complete the Township Community Park, as well as providing the engineering and construction observation of the pavilion and basketball court section of the project.
Bolmar Street Culvert Replacement
West Goshen Township, Chester County, PA
CEC was responsible for the design and implementation of a replacement for an existing 54-inch diameter riveted steel boiler which was used as an improvised culvert crossing Bolmar Street between its intersection with E. Nields Street and Autopark Boulevard. This portion of Bolmar Street sees heavy truck traffic, with the adjacent Duie Pyle and Sartomer Commercial Facilities contributing approximately two hundred tractor-trailer trips daily. The culvert was vastly undersized and was regularly fouled due to debris deposition. Due to roadway cover limitations, the existing culvert was replaced with twin 58 x 91-inch elliptical concrete pipes with cast-in-place endwalls. An existing 12-inch diameter water main and a gravity sanitary sewer had to be relocated to accommodate the proposed culvert. Additionally, the project realigned an existing angled crosswalk with a perpendicular crossing to maximize pedestrian safety. The existing flashing warning devices were relocated, and guide rails were incorporated into the design for added safety. During construction, the road was temporarily closed and detoured.
