Water Facilities Department Service Spotlight

At Carroll Engineering, our Water Facilities Department (part of our Water/Wastewater Services Department) partners closely with municipal authorities to design, evaluate, and maintain infrastructure that performs under pressure. From day-to-day reliability to future system growth, we help clients make informed decisions that stand the test of time, supporting the full lifecycle of water systems from planning through construction and beyond. Our services are tailored to meet each system’s unique demands, while ensuring long-term performance and resilience.

Our Department

Carroll Engineering’s Water and Wastewater Services Department is led by Vice President Michael McCarey, P.E., who is been a driving force behind the firm’s water and wastewater practice.

Mike brings nearly two decades of hands-on experience, managing complex infrastructure projects and serving as a trusted advisor to authorities and municipalities. His approach is rooted in practical problem-solving, clear communication, and a deep understanding of how systems function in the real world, not just on paper.

Under his leadership, our team is known for being responsive, knowledgeable, and easy to work with, providing clients with confidence at every stage of a project.

“Delivering reliable water systems isn’t just about infrastructure, it’s about planning for what communities need today and what they’ll need tomorrow.”

– Michael McCarey, P.E., VP, Water and Wastewater Department Manager

Our Approach

Water system owners today are facing a growing set of challenges, from aging infrastructure and hard-to-replace water mains to increased demand driven by community growth. At the same time, tight budgets and rising expectations for reliability leave little room for service disruptions.

As a result, infrastructure upgrades require thoughtful, long-term planning. Our team stands out by pairing deep technical expertise with real-world experience. With a strong grasp of evolving standards and technologies and a responsive, easy-to-work-with approach, we help clients plan ahead and build systems that are practical, resilient, and ready for future growth.

“We focus on solutions that work in the real world and aim to build systems that are practical to operate and maintain over time.”

– Michael McCarey, P.E., VP, Water and Wastewater Department Manager

Project Spotlight

Pocono Auxiliary Tank – Swiftwater, PA

Carroll Engineering supported the design and construction of a 1.7 MG water storage tank for the Brodhead Creek Regional Authority, addressing both immediate system needs and long-term growth in the region.

The project was driven by the Authority’s need to enhance system performance and ensure consistent service across its distribution network. By adding strategically located storage capacity, the new tank helps balance demand fluctuations and strengthen overall system resiliency.

Beyond the immediate benefits, the project positions the Authority to better respond to changing conditions, such as increased demand, emergency scenarios, or system maintenance needs. By taking a proactive approach to planning and infrastructure investment, the Authority has strengthened its ability to serve the community today while building a foundation for the future.

Looking Ahead

The future of water infrastructure is being shaped by evolving regulations, emerging contaminants, and increasing cost pressures.

One of the most significant challenges on the horizon is PFAS: not just from a treatment standpoint, but in terms of long-term handling and disposal. While treatment technologies continue to advance, questions remain about how captured contaminants will ultimately be managed.

Let’s Build Together

Our advice? Start early and plan with purpose. Preliminary engineering analyses and feasibility studies provide a clear understanding of system conditions, future needs, and potential risks. They also establish realistic cost projections and create a strong foundation for grant funding opportunities. The earlier you define the path forward, the more control you have over both technical and financial outcomes.
